April 6, 2017 Minutes

1.0 Call to Order; Roll Call

Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent School District 833, South Washington County, was held on Thursday, April 6, 2017. The meeting was called to order by Chair Katy McElwee-Stevens, at 6:30pm at the District Service Center, located at 7362 East Point Douglas Road South, Cottage Grove, Minnesota. School Board Members present were: Tracy Brunnette, Ron Kath, Katy McElwee-Stevens, Katie Schwartz, Joe Slavin and Michelle Witte. Sharon Van Leer was absent. Keith Jacobus was present.

It was moved by Ron Kath and seconded by Tracy Brunnette to approve the agenda. All in favor. None opposed. Motion carried.

It was moved by Tracy Brunnette and seconded by Katie Schwartz to approve the Consent Agenda items. All in favor. None opposed. Motion carried.

7.1 Strategic Plan Update on Climate and Culture (PPT)

He reviewed the priority statements and the progress made during the 2016-17 school year for both staff and students.

8.1 Environmental Information (PPT #1, PPT #2, Report)

Keith Jacobus, Superintendent

Superintendent Keith Jacobus introduced Frank Kohlasch from the Minnesota Pollution Control Agency and Beth Kunkel from Kimley-Horn to share data regarding the potential impact of the increased semi-truck traffic on air quality near the current Oltman Middle School. Ms. Kunkel reviewed the methodology behind their assessment and summarized that there is little impact on the air quality with the anticipated increase of traffic due to the BNSF staging lot. Mr. Kohlasch reviewed overall air quality in Minnesota and how it impacts the area near Oltman Middle School. He also reviewed specific pollutants related to diesel engines. They concluded the additional traffic will not negatively impact air quality in that area.

8.2 First Reading of FY 2017-18 Long Term Facilities, Debt Service & Trust Fund Budgets

Dan Pyan, Director of Finance

He shared an overview of each budget. He will return to the Board on April 27th for approval.

10.1 Approval of Resolution Terminating Probationary Teaching Contracts

It was moved by Ron Kath to approve the resolution. Seconded by Katie Schwartz. Tracy Brunnette, Ron Kath, Katy McElwee-Stevens, Katie Schwartz, Joe Slavin and Michelle Witte voted in favor. Sharon Van Leer was absent. None opposed. Motion passed.

10.2 Approval of the Middle School Attendance Boundary Guiding Change Document

The Guiding Change document and updates were reviewed. It was moved by Ron Kath, seconded by Joe Slavin. All in favor, none opposed. Motion passed.

10.3 Approval of Resolution for the jurisdictional transfer of School Drive from the City of Woodbury to ISD 833

It was moved by Katie Schwartz to approve the resolution. Seconded by Ron Kath. Tracy Brunnette, Ron Kath, Katy McElwee-Stevens, Katie Schwartz, Joe Slavin and Michelle Witte voted in favor. Sharon Van Leer was absent. None opposed. Motion passed.

10.4 Approval of Shared Use Agreement for Recreational Facilities between ISD 833 and City of Cottage Grove

It was moved by Ron Kath, seconded by Tracy Brunnette. All in favor, none opposed. Motion passed.

10.5 Approval of Sale of real property located at 7362 E. Point Douglas Road, Cottage Grove MN.

Superintendent Jacobus reported on the current status of Crosswinds School.

11.2 School Board Member Reports (Activated at 01:57:34)

Tracy Brunnette: attended the NE Metro 916 board meeting and she provided updates related to 916.

Ron Kath: is serving on the Cottage Grove steering committee for their strategic plan. He thanked Representative Keith Franke for proposing a bill about increased penalties for people trespassing on school grounds.

Katy McElwee-Stevens: attended the National School Board Conference and the National School Foundation Association conference.

Katie Schwartz: attended the Youth Advisory Committee and Job Fair at PHS.

Michelle Witte: wished the Robotics teams well during competition.
