SCHOOL BOARD MEETING

06:30 p.m. Thursday, March 1, 2018

District Service Center / Cottage Grove, MN

1.0 Call to Order; Roll Call

Pursuant to due call and notice thereof, a meeting of the School Board of Independent School District 833, South Washington County, was held on Thursday, March 1, 2018. The meeting was called to order by Chair Tracy Brunnette, at 6:30pm at the District Service Center, located at 7362 East Point Douglas Road South, Cottage Grove, Minnesota. School Board Members present were: Tracy Brunnette, Pat Driscoll, Heather Hirsch, Ron Kath, Katie Schwartz, Sharon Van Leer and Michelle Witte. Superintendent Keith Jacobus was present.

It was moved by Sharon Van Leer to approve the agenda. Seconded by Pat Driscoll. All in favor, none opposed, motion carried.

It was moved by Sharon Van Leer and seconded by Katie Schwartz to approve the Consent Agenda items. All in favor. None opposed. Motion carried.

7.0 Workshop Items:

7.1 Second Harvest Heartland Partnership (PPT)

Bob Lawrence, Director of Community Education

Mr. Lawrence introduced Cheryl Jogger, Community Engagement Coordinator, Dr. Albert Lindeman Collective Impact Strategist for the No Kid Hungry Initiative and Michelle Heerey, Director of Field Services of Second Harvest Heartland. Ms. Jogger noted 1 in 3 children in Washington County are food insecure. Second Harvest is partnering with South Washington County Schools to better serve children in need.

Presented by Keith Jacobus, Superintendent and Damien Nelson, Emergency Preparedness & Safety Coordinator. Randy McAllister, Cottage Grove Police Officer & Certified Threat Manager through the Association of Threat Assessment Professionals and Greg Rinzel, Cottage Grove Deputy Director. Mr. Nelson explained the District has models in place for crisis management, however, they will review current practices and review and learn from other crisis. He reviewed the current security implementations as a result of the 2013 referendum, including secure entrances, laminated glass, camera systems and classroom locking mechanisms. He addressed out of school hours safety plans, Incident Command Teams and individual site SERT teams. Jo Park and Jackie Schroeder addressed the social and emotional issues of students. They noted Threat Assessments are team approaches which include social workers, counselors, law enforcement, psychologists, staff, administration and others who may contribute to assessments.

10.1 Approval of Resolution Authorizing Intermediate District 916 to apply for federal E-Rate Discounts & Telecommunications/Internet Access Equity Aid on behalf of District 833 (Resolution)

It was moved by Katie Schwartz, seconded by Michelle Witte to approve the resolution. Tracy Brunnette, Pat Driscoll, Heather Hirsch, Ron Kath, Katie Schwartz, Sharon Van Leer and Michelle Witte voted in favor, none opposed, motion passed.

10.2 Federal Resolution to fully fund SPED (Resolution)

It was moved by Katie Schwartz, seconded by Ron Kath to approve the resolution. Tracy Brunnette, Pat Driscoll, Heather Hirsch, Ron Kath, Katie Schwartz, Sharon Van Leer and Michelle Witte voted in favor, none opposed, motion passed.

10.3 State Resolution to fully fund SPED (Resolution)

It was moved by Michelle Witte, seconded by Katie Schwartz to approve the resolution. Tracy Brunnette, Pat Driscoll, Heather Hirsch, Ron Kath, Katie Schwartz, Sharon Van Leer and Michelle Witte voted in favor, none opposed, motion passed.

11.0 Reports and Comments:

11.1 Superintendent's Report

Dr. Jacobus reported on 2017 graduation rates and PHS AVID Program.

11.2 School Board Member Reports

Pat Driscoll is attending AMSD tomorrow. Heather Hirsch attended a training on governance through MSBA, a meeting with American Indian Community and conferences at her daughters' school. Ron Kath attended the Citizens Finance Advisory Committee. Katie Schwartz attended the 916 meeting, School Communicators meeting, Pullman's Reading Breakfast and conferences. Sharon Van Leer highlighted 20 students from WHS attended mock trials hosted by the area 3 law schools U of M, St Thomas and William Mitchel Hamline School of Law. She also attended the Black History program at WHS hosted by the Woodbury Black Student Union. Michelle Witte started school visits, thanked Mike Johnson for allowing her to tag along this week.
