806.4 Parking, Traffic and Safety Controls on District Property

 

I. PURPOSE

The South Washington County School District will enforce rules for the regulation of parking, traffic and safety controls on district property.


II. REGULATIONS

A. District property, as provided herein, is defined as all real property owned, leased, occupied or operated by Independent School District No. 833.

B. All parking on District property is prohibited between the hours of midnight and 7:00 a.m. except as follows:

  • Vehicles owned, leased or currently in use by the District.
  • Vehicles owned or operated by persons engaging in or attending an activity or function sanctioned by the District or the manager of the Cottage Grove Ice Arena.
  • Vehicles owned or operated by School District employees whose hours of employment require their presence at a school or district building.
  • Prior approval by the Building Administrator and Facilities Department designee.

C. At all other times, parking on District property is restricted to vehicles owned or operated by District employees, students of the District, persons attending functions sanctioned by the District or the manager of the Cottage Grove Ice Arena or engaging in business with the District.

D. Parking is prohibited on roadways, sidewalks, landscaped grounds, safety zones, loading zones, within ten feet of intersections, adjacent to yellow curbs, and in areas where parking is expressly prohibited by signs except as follows: vehicles owned, leased or in use by the District for District purposes except as prohibited by other existing ordinances (i.e.fire lanes); vehicles parked in loading zones while delivering goods.

E. Parking in parking areas is restricted to a maximum of one parking lane per vehicle and parking on lines or in a position occupying more than one parking lane is prohibited.

F. Vehicles shall follow directional arrows and signs when posted.

G. No person shall drive a vehicle on District property at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.  In every event speed shall be so restricted as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering District property in compliance with legal requirements and the duty of all persons to use due care.  Where no special hazard exists, the maximum speed of vehicles on District property shall be ten miles per hour.

H. Vehicles shall be operated on District property on areas surfaced with blacktop or gravel, except vehicles in use by, owned by, or leased by the District in the performance of its function.

I. No person shall turn, accelerate, decelerate, or otherwise operate a vehicle on District property in a manner that causes unnecessary engine noise or backfire, squealing tires, skidding, sliding, swaying, throwing of sand or gravel, or in a manner simulating a race.  Squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires is prima facie evidence of a violation of this subdivision.

J. Dumping or depositing of refuse on school property is prohibited.

K. No person shall drive or operate a recreational vehicle on District property.  A recreational vehicle is defined as follows: any motor vehicle designed for use or capable of use, for sport, amusement or recreation, whether or not eligible to be licensed for use upon streets and highways, including but not limited to, motor bikes, motor scooters, trail bikes, mini-bikes, go-carts, hover-craft, snowmobiles, snowmobiles converted to use with wheels, and all terrain vehicles or dune buggies.

L. Horses shall not be permitted on school grounds unless approved by the Superintendent.

M. The use of unmanned aerial vehicles (UAV), also known as drones, is prohibited on all District property or within any District building.

For purposes of this policy, a UAV is any aircraft without a human pilot aboard the device.  This prohibition applies to all fields of play, stadiums, courts, activity centers, playgrounds, and parking areas.

Site management/administration shall refuse anyone attempting to use a UAV; and if necessary, site management/administration shall remove anyone attempting to use a UAV and/or confiscate the UAV.

An exception to this policy may be made in individual cases by a District administrator.  The exception may be granted if the UAV is supervised by a District employee or by a District contractor for building inspection purposes.

N. Other actions prohibited by the policy include (unless directed by staff for educational purposes):

  • the climbing on buildings and/or fences;
  • the flying of gas-operated model airplanes;
  • practicing golf shots, except as part of a District approve student activity;
  • the use of any type of sling-shot instrument, including archery equipment;
  • the use of skateboards on District property;
  • the use of roller skates, rollerblades and skate-shoes on District property except as part of an approved student activity;
  • the use of bicycles in District buildings;
  • the trick riding of bicycles on District property;
  • the use of sleds, saucers, toboggans, and other sledding devices on District property.

O. Alcoholic beverages or controlled substances shall not be brought to, or consumed on, school property.

P. Exception to these Regulations shall be provided by special permission issued by the Superintendent, or designee, in the form of a written authorization which must be prominently displayed upon the vehicle.  This authorization is to be displayed on rear bumper, right side on all vehicles in question, or on the rear view mirror in clear view.
